The two offices, the Auditor-General and the Controller of Budget, must be strengthened for the prudent use of resources in this country. In particular, I want the Controller of Budget to flag off any expenditure under Article 223 of the Constitution. The Article is supposed to be invoked for emergency expenses. Occasionally, we find expenses that are not of an emergency nature under that particular constitutional provision. I support.
