The justification for the deletion of this is that a general penalty opens up so many opportunities for abuse. It was the thinking of our Committee that if there is another offence that is not thought of, then it can live in a subsidiary regulation, and not in the mother Act. The mother Act generally covers all foreseeable offences. If there is any offence of the nature that the Professor is talking about, we believe that it can live in a subsidiary law so that we do not legislate in vain. Although the penalties have been shown according to the specific provisions, it is my view that Clause 64 is like emphasising on the penalty. I do not know whether we can do some arbitration between the Chairman and Hon. Oundo to arrive at some middle ground so that the emphasis on Clause 64 is not trashed. It is also giving more sense to that issue."}]}
