When we were in school, we used to define tarmac as a black substance found in down Kenya. Then we would ask ourselves where was down Kenya. We would say that it was anything north of where we used to live. That black substance is now a reality in our midst. It is in Wajir, Isiolo, Modogashe and Mandera. I tell Kenyans that this reality must be appreciated. For the youngsters who are here, this is your time. You are under the watchful care of your Government that understands, appreciates and sees you. It brings development to wherever you are. Feel appreciated. Welcome to the National Assembly. This is where the legislation of the Republic of Kenya has been taking place for the last 60 years. This is your privileged day. Welcome.
