I am wondering: While we understand that for sub-locations and locations, you are required to recruit chiefs and sub-chiefs, and there is a process, why is it not possible for the divisions to deploy Assistant County Commissioners (ACCs) who are working in the National Government doing different duties to the ground because you can operationalise by just deploying existing ACCs and then the other things will follow later? If it is a matter of vehicles, we also know ACCs on the ground do not have vehicles.
