After the budget has been read and we know we are going to raise this much revenue, the Finance Bill is the mechanism for raising that revenue. One would expect that there was an earlier consideration and that is how we reached this Finance Bill, so that we raise that revenue. If it now comes out that there was no consultation earlier, so that the Chairman of the Departmental Committee on Finance and National Planning, and the Chairman of the Budget and Appropriations Committee do not agree, then we are not sure of what we are saying.
