He was a humble man and I worked with him in the Departmental Committee on Justice and Legal Affairs. He was a good colleague and we will miss him. Some areas are considered as hardship areas and the Committee should consider areas where teachers are not getting the hardship allowance. In Vihiga County, there are teachers who teach in schools that are located in very far places like Ochwore. When you go to Ochwore, getting to the main road to Maseno is terrible and I am sure those teachers are not getting the hardship allowance. Temporary Deputy Speaker, for giving me this opportunity to talk on the Community Groups Registration Bill (National Assembly Bill No.20 of 2020). This Bill will allow for the registration of community groupings like the CBOs and the mostly known village groups. I was disturbed in my thoughts when Hon. Sankok said that when these commissions are created, girlfriends are picked to head them. That is very wrong. He is demeaning women and he should not. Women are the future. Women are mothers, daughters and aunties, and they are given the positions in the right manner as they deserve them. So, let him not demean women. I would like to say that more commissions should be put in place such as the women commission, youth commission and even children commission. These commissions should be put in place so that they can work for the people of Kenya. We do not want to see any group left behind. We want to see every section covered very well. I wish to say that health institutions in this country are in a terrible mess especially in my county where most of the people cannot afford to pay for medical services. People cannot afford to go to hospitals, and even if they do, the hospitals do not have medicine. This amendment is noble and has to be made.   • 5 Aug 2021 in National Assembly: Hon. Temporary Deputy Speaker, the Government should look for ways of supporting Kenyans in accessing healthcare. There is an arrangement about indigents being identified, so that they can be covered under the UHC. This needs to be done right from the villages. Searching of indigents should be done by Members of Parliament because they know the needy people in their various constituencies and counties. I support these amendments to the Bill and further amendments should be done to ensure that contributors and non-contributors benefit from the Fund. view
