  • 27 Feb 2019 in National Assembly: The transfer of the trainer management function from the TSC to the Ministry of Education was informed by the TVET Act 2018. I think the Committee should seriously have a relook at that Act. As I speak, there is a very big lacuna . The TVETs play a key role and we are investing a lot of money as a country in establishing TVET institutions all over.   • 27 Feb 2019 in National Assembly: Even as they do so, the management of the TVET department in the Ministry of Education also needs to pull up their socks. I have had occasion to engage with them in my other capacity as Chairman of the Public Accounts Committee (PAC) and they need to up their game so that the TVET function is not left behind. We know the problems that teachers are facing under the TSC and we do not want the problems to be extended to the ministry, which is ill equipped to address matters of management of teaching staff. view

The Report you are seeing before us today has taken us months and lots of energy and resources to put together. So, by trying to mutilate it in the manner we are attempting, is to belittle the work of the Committee, something I will not support.   • 29 Nov 2018 in National Assembly: Coming back to the issue, in our line of examination and questioning our witnesses who come before us, the first clarification we seek from substantive accounting officers is who was in office at the time the transaction was happening. That is our standard line of questioning. When we asked that question, the answer was clear and categorical that the accounting officer at the time this contract was being signed or being executed was one Dr. Monica Juma. What we have suggested and recommended is that this accounting officer who was in office then, from the records we have, takes responsibility. In fact, we went further and enquired from the National Treasury - It is the National Treasury that appoints accounting officers. When we sought the clarification on who were the accounting officers in these respective years, the answer was clear that the accounting officer for the Ministry of Interior and Co-ordination of National Government was Monica Juma.
