In the advent of the new Constitution, we have sub-counties as units at the grassroots and yet, we also have constituencies which fall within the sub-county jurisdictions. As we speak, there are sections of certain constituencies which fall in different sub- counties. A case in point is my constituency. Moyale has really suffered as one of the constituencies in the former northern frontier region. It must also be noted that in this day and age, with advancements in technology, the matter of electricity is no longer a luxury. It is a necessity.
