    "content": "Thank you, hon. Speaker, Sir. I rise in support of this Motion. There are some issues that are still unclear. I believe that this was supposed to be a one off payment for this matter to be settled. We are coming to the close of the Financial Year 2012/2013. There was an allocation of Kshs6 billion for the presidential re-run. I cannot see it in these manuals. I need clarification as to whether the money was re-allocated to other votes without the House being informed."
