One, what are we dealing with here? We are dealing with the Committee of the whole House. We are also dealing with the Memorandum of the President. The President is exercising his powers under Article 115(1)(b) of the Constitution. There is nowhere the President has no powers. The President has powers in exactly what he has done here by sending back some section of the law before he assents to it. That is provided for in Article 115(1)(b).
