My only issue is in relation to Clause 29(2)(b) which says an officer of the authority whose area of jurisdiction falls wholly or partly---Assuming they are at the border of counties, who should come? Is it the officer from the other side which has a bigger portion? I wish it was more specific so that we do not have people from both sides claiming to be secretaries at the same time."
