It does not take you out of the woods yet. In a Bill such as this, it is more preferable, as the Standing Orders envisage that it is in writing, so that we put it on the Order Paper. That way it will allow hon. Members to reflect on the amendment. It is a fairly substantial amendment. Without it being on the Order Paper, I will not allow it. Hon. Member for kwanza."
