Temporary Deputy Chairman, I beg to move:- THAT, Clause 7 of the Bill be amended in sub-clause (2) by inserting a new paragraph immediately after paragraph (i)— “(ia) to facilitate affirmative action for disadvantaged groups in accordance with the Constitution and advance their participation in the procurement process.” Hon. Temporary Deputy Chairman, Clause 7 deals with the role of the National Treasury in procurement. What we simply want to add there is one of the roles which will facilitate affirmative action for disadvantaged groups."
