    "content": "The Committee felt that we should separate the qualifications of the Chair from those of other members. We are providing Clause 11(2) to provide for the qualifications of ordinary members of the Board. We also felt that the Chair should have specific qualifications in terms of procurement, finance, law or in accounts. The other members are only required to have any other degree so that we open up for every citizen of this country. That is what we are amending in Clause 11."
