    "content": "Hon. Temporary Deputy Chairman, when you propose five years, does that not mean that you are locking out the youth of this country? Again, when you put a degree as a prerequisite for appointment, there are so many Kenyans who can serve in many positions and do not have a degree. I feel that would lock out deserving Kenyans. This goes against the Constitution of this country because it would be biased against them."
