    "content": "Hon. Temporary Deputy Chairman, I support the Chairman in dropping the proposed amendment to Clause 59(a) because it is not making sense. The proposed amendment is seeking to delete the word “shall” and replace it with some statement. In procurement, it is important for an accounting officer, or a procuring entity, to prepare specific requirements related to the goods, works or services being procured. The requirements should be clear and give a correct and complete description. It is important and it makes sense for him to drop that bit."
