If, for example, we were doing the tender for the seats of this House and we found that it was Kshs100 million when it should in fact have been Kshs80 million, what would normally happen is that the unit rates would progressively be reduced by a factor of 0.8 so that the final figure remains the same but the unit rates are changed. However, if you say you cannot change, how are you going to execute this tender?"
