I rise to support the amendment but before I do so, let me say that it is indeed embarrassing that we are wasting so much time dealing with matters of semantics. It is important that when the Senate brings some amendments, they be substantive. These Bills have a constitutional timeframe within which they should be passed. We should not be wasting time on semantics."
