    "content": "I want to agree with Hon. Duale that this particular provision is not new in this Constitution. It was uplifted from the old Constitution. Even as I say that, I agree that we have three levels of Government. I wish Hon. Duale, the Leader of the Majority Party, could listen to me on this. I want to remind Hon. Duale that the three arms of Government are given powers to check each other but the power of checking is also checked. Hon. Duale spoke about the Judiciary making pronouncements on legislation.
