Neto that I have no excuse for his sugar levels but I want him to look closely at what we are trying to do in Clause 83. In Clause 83, there are two persons who were given powers to allow anyone to provide water namely, the county government executive for water service providers and the Regulatory Authority in the case of cross-county water service providers. The first one is not allowed in Section 186 (3) of the Constitution. Once you remove that first one then Clause 83 (1) says it is just the Regulatory Authority. Clause 84 lists the different requirements that you need to have to meet the licensing requirement. Since a county government water executive does not have that authority under the Constitution, let us not give them that authority under this law. That is what we are trying to do.
