    "content": "From the outset, I want to say that this Bill was brought from the Senate and its essence was to have county headquarters in specific areas. So, when the Committee received the Bill, we consulted the stakeholders and the Attorney-General. We also invited the Ministry of Devolution and Planning, the Commission for the Implementation of the Constitution (CIC) and the Transition Authority (TA). However, in their remarks almost all the authorities were of the opinion that this should be a county affair. It is an affair that the headquarters should be decided at the county level. We should not have a legislation that marks where the county headquarters should be. So, the Committee in its wisdom decided that the Bill should not even be read a Second Time. I am reading it for the Second Time because it is a property of the House. The Committee declined it. The recommendations of the Committee were that we should not read the Bill. So, we recommended that all the clauses including the title should be deleted."
