    "content": "Clause I of the Bill provides that the Bill shall come into operation on such a day as the Cabinet secretary may by notice in the Gazette appointment. This is not in line with Article 116 (1) of the Constitution which provides that an Act of Parliament comes into force on the 14th day after its publication in the Gazette. Unless the Act stipulates a different date or a time at which it will come into force, in this regard, the marginal note should also read in (short title) or in quotes “short title” as opposed to “short title and commencement.”"
