"content": "Thank you, Madam Temporary Speaker. I just want to mention for the purpose of record that what has happened today is unprecedented. It has never happened in the history of Parliamentary procedure where, a Chair gives a Statement and a Member contradicts the same statement. If there are any differences, they should be resolved within the Committee. This House has been treated to something that should not be allowed to happen in the future. Indeed, I am informed that Members of a county assembly are here to learn about procedures. I hope they do not learn this procedure, because it is not a right procedure. It should not be allowed to happen in this House."
