    "content": "Therefore, I am sure that whereas this Bill operates within the existing constitutional provisions, which clearly indicate that the Kenya Gazette is only published under the hand of the Government Printer in Nairobi. But we hope that as we even have this greater debate and discussion within this House on the proposed constitutional amendments that may need to be undertaken in this country to ensure that devolution and the Senate is strengthened, this is one of the components that have been addressed. Therefore my Bill seeks to address in the short-term within the limited scope in the constitution."
