    "content": "Thank you, Hon. Temporary Deputy Speaker. I want to support this Bill. I particularly want to congratulate Hon. Ngetich for the good work. First of all, I would like to correct the impression that is being created that without these persons being registered, those who train are half-baked and that is why buildings are collapsing in the country. My experience with construction has been that the engineers, who are few, take these contracts but they recruit these persons who are not recognized in law. They pay these persons very little and when they are doing their work, when it comes to supervision of the work, the engineers who are registered have very little time for supervising this work. Therefore, you find that work that is done is of low quality."
