    "content": " The reason I am asking is to have Members sufficiently acquaint themselves with the provisions of the Bill and the report that the Committee has made. We are working through the committee system. It may well be that the rest of the Members of the House do not know a thing about the Bill. It is within their mandate to look at it. It is when they interact with the report of the Committee that they know what the Bill is all about so that, during the Second Reading, we can do justice to the rest of the membership of the House."
