    "content": "On a point of order, Mr. Deputy Speaker, Sir. The Statement traditionally should be signed by the Cabinet Secretary. On the other hand, maybe we could accept the Statement if it was signed by a person with a title. But that person with a title should indicate that he or she signed on behalf of the Cabinet Secretary. Otherwise, anybody in the Ministry could say that they are answering a question."
