    "content": "transmitted, how it is caused and the immorality that surrounds it. I know that various churches, religious groups and communities have taken upon themselves to deal with this issue. Therefore, they have a specific interest in this matter. I would want to see some representation of religious communities that are a majority in a particular county. There may be some counties where Muslims are a majority and they should be represented. There may be others where Catholics, Anglicans, independent churches and Pentecostals are a majority. Whatever religious community is predominant in a particular county and which may be providing health services, I would plead they should have a role on this committee. The other ones are the civil society and the Non-Governmental Organizations (NGOs) which have received a lot of funding from donors like the Bill Gates Foundation. They are funding NGOs in this area. This means that there is some representation. In fact, some of the funding can be channeled through this committee so that they can undertake their work. The work that this committee will undertake will involve a lot of funding. The agenda is long and it is more or less the same as that of the National AIDS Prevention and Control Council (NACC). It is basically the same if you read the objectives of the two commissions. They will be doing it at the county level. Therefore, a lot of resources will be required to do this. There is a lot of demand on the amount of money that we give the county governments. Therefore, some representation from some of these important NGOs who are operating in those particular counties would be in order. There is another group of counselors that are very important---"
