    "content": "Hon. Temporary Deputy Chairlady, I agree with Hon. Mulu because in the Constitution and all the statutory enactments, the word used is “Parliament”. So, the distinction does not make sense but it may be because of the fear they have. Hon. Tonui said that the Senate should not be involved. I oppose and say that it should be involved because this affects the counties. There is no way you can rule them out even if we do not like them.
