    "content": "Under Clause 5, there was a new definition they provided for “guiding principles.” While the Bill captured “guiding principles” as provided for in the Constitution, the Senate came up with a good amendment and strengthened what was already there by ensuring principles under Chapter 6 of the Constitution are also tied to what was there before. We felt they added value and we agreed with the Senate amendment."
