    "content": "Hon. Speaker, I just want to make a quick clarification on the timelines in regard to the comment made by Hon. Gladys Wanga, on the question of the Constitutional (Amendment) Bill. You know that the two-thirds matter goes with the statutory amendments. The Independent Electoral and Boundaries Commission (IEBC) and many other partners in the electoral process have amendments on the election laws. We need to bring to this House a set of amendments relating to election laws generally, so that as early as 2015, we will have cleared and set ourselves on a path of good elections in 2017. So, the two-thirds gender matter together with the many other electoral laws that need to be changed will be brought to this House."
