    "content": " Mr. Speaker, Sir, at the time we terminated debate, I was on the Floor encouraging Sen. Musila who has brought this Bill to make sure that the process of releasing certificates to students must be handled hand in hand with the policy on free education. In fact, the headteachers of schools have absolutely no business holding onto any student’s certificate for the reason that the exams that give those certificates are not set by the schools, they are not marked by the schools, the certificates are not awarded by the schools, and so, in fact, the head teachers and the schools are conveyer belts of certificates to students."
