    "content": "Thank you, Hon. Temporary Deputy Speaker. From the outset, I thank my colleagues who have contributed to the Energy Bill, 2015. Basically, the Bill is trying to consolidate all the laws relating to energy, aligning them and making sure the regulatory framework of the energy sector is in line with the Constitution of Kenya. The Bill does this by sorting out and giving various clarifications to specific roles of both the national and county governments in as far as the energy sector is concerned. So, this Bill clearly demarcates the roles of the national and county governments. The Bill also proposes to repeal the Energy Act, 2006 and the Geothermal Resources Act (No. 12 of 1982) of the Laws of Kenya."
