    "content": "Clauses 47 to 109 contain proposals to amend the Land Act, 2012 to harmonise it with the Constitution. This is to remove overlaps and clarify the mandate of the Ministry and that of the NLC. There was a difficulty in implementation and I am sure we are aware of the incident where Madam Ngilu and Mohamed Swazuri were forced to resolve their issues by the President.
