    "content": "Finally, the Bill proposes to amend the Land Act in order to harmonise it with the Constitution, eliminate overlaps and clarify the mandate of the Ministry and NLC. Right now, it is difficult to implement this Act. The Bill proposes to limit the mandate of the NLC to the management of public land on behalf of the national Government and county governments. It also seeks to limit the policy making powers and other powers of the NLC regarding allocation of public land.
