    "content": "Clause 6 of this Bill gives general provisions which emphasise on dispute resolution before instituting court proceedings which include provision of liability on public officers. You realise that most of the cases lying in courts arise out of liabilities or problems caused by public who are serving in counties. This arises as a result of their negligence, not following procurement procedures and rent seeking behaviour. In a nutshell it makes the county governments to spend public funds on litigation processes other than service delivery."
