    "content": "Allocation to counties has significantly increased from Kshs190 billion in the 2013/2014 Budget to Kshs302 billion. This increment is extremely significant. Any financial increment in allocation must be accompanied by equivalent or marginal increment in service delivery. But what is happening is the reverse. There is no corresponding increment in service delivery which is commensurate to the amount of money allocated. Therefore, the Auditor-General’s Office must try to reconcile between the two disparities."
