    "content": "Thank you. I rise to support this Motion because it is intended to compel the Government to act and assist the victims of cattle rustling. I disagree with my colleagues who term cattle rustling as a cultural practice. It is not. This is just a criminal activity that we must all condemn. We cannot attribute the failure by Government agencies to make it look as if it is adored by the communities. I want to inform these members that Uganda compensates victims of cattle rustling. For example, in a scenario where the military have been defeated by cattle rustlers, the Government is compelled to pay for those cows. In 1984, Pokots lost a lot of livestock."
