    "content": "I want to urge my colleagues to debate the issue from an informed point of view and get all the details. Let us not argue about the mall. Let us argue about bailing out an Authority which belongs to the Government of Kenya. I beg to support this amendment because if it is meant to bail out an Authority and prevent it from losing the mall, let it be. If it is going to raise an Appropriations-In-Aid for the Government, the Authority will repay the loan over time instead of leaving it to be sold."
