    "content": "Mr. Temporary Chairperson, Sir, Article 187(1) of the Constitution says:- “A function or power of Government at one level may be transferred to a Government at the other level by agreement between the two levels of governments.” We are trying to pass this Bill. There was public participation and the Council of Governors (CoG) objected. We also looked at it at the Committee level. The national Government has bought a lot of medical equipment on lease /hire which has been distributed to the hospitals. Now, they want to re-classify these hospitals so that they take back the power from county governments, yet we know that health has been devolved. Why can we not hear the Council of Governors (CoG) out? We have their comments on record in the Committee on Health."
