    "content": "Madam Temporary Speaker, I stand to present this Bill in which it is proposed that the offices that were created and identified under Section 50 of the County Governments Act, No.17 of 2012 are offices of sub-county, ward and village administrator. In the Statement of the Objects and Reasons of the Bill, it seeks to amend this County Governments Act No.17 of 2012, where the main objective is to amend Sections 50, 51 and 52 in order to bind the County Public Service Board of every county to employ sub-county, ward and village administrators after every general election. This is as opposed to what is written today, which gives them the leeway to employ people permanently in those positions yet they are directly under the influence and under the office of the present governor.
