    "content": "We should have a fishing authority which can help farmers in training and producing the right varieties and species. We should give incentives to fish farmers to increase production. The programme that was started in this country to establish fish ponds must be supported, so that even in areas where we used to grow maize and no longer sustain maize farming, people can resort to fish farming. There is a maize disease that has almost wiped out maize in our areas. We should resort to fish farming because as I speak, farmers are frustrated."
