    "content": "Thank you very much, Hon. Temporary Deputy Chairman. It is true my card is faulty, but they are rectifying it right away. I support this amendment because the role of the budget officer is not just to issue funds, but also enforce the budgetary ceiling. I cannot see any problem with this amendment. That is a function that should be performed by the Controller of Budget (CoB). It is good it is in law other than just assuming. What Hon. Mutura is trying to do is having it in law. It should not be an assumption. It should be there in law."
