    "content": "It is illegal for any withdrawal to be made from any public fund. I want Hon. Mutura to listen to me. It is illegal for any withdrawal to be made from any public fund without express approval by the Controller of Budget. Therefore, it is inherent that this nature of information could be contained--- This is from the Budget Office. Every report of the Controller of Budget that is tabled in this House clearly shows where withdrawal has taken place. It is also in line with the provisions of the Public Finance Management (PFM) Act on penalties. In fact, it goes further to say that if you withdraw without the concurrency and approval of the Controller of Budget these are penalties under the PFM Act, 2012."
