    "content": "Hon. Deputy Speaker, thank you for giving me this opportunity to contribute. I want to start by thanking Hon. Maina Kamanda’s Committee. It has been doing exemplary work in all aspects. It is because of the maturity and sobriety of the Chairperson of that Committee. If other committees would emulate Hon. Maina Kamanda, I am sure we would go a long way. Having said so, this is a very important day in the sense that we are aware who is responsible for which roads. We have established authorities responsible for the various roads in the country. I only want to urge that in the process of budgeting, let the Committee responsible appropriate monies to those authorities directly. Let us give them some autonomy in the way they manage those authorities.
