    "content": "Anybody who is appointed or elected bears some responsibility. We need to examine those who are responsible from across all the Ministries, including the parent Ministry. If I am appointed as a Cabinet Secretary (CS) or as a Permanent Secretary (PS), I would make it my business to understand what is happening to the institutions under my docket. Somebody somewhere in the Ministry and in the organization must have slept on his or her job, and it is for that reason that I would like to place the blame much deeper even upon other persons."
