    "content": "I wanted to correct Hon. Shabbir that we do not even need a Supplementary Budget. If you look at the provisions of the Public Finance Management Act, you will find that it is clear that any money put aside to a fund does not lapse with the end of the financial year. So, what the National Treasury needs to do is to give the NGCDF Board the arrears to pay those constituencies that have not received the money. My constituency has actually received the entire allocation for 2015/2016, but I got what Hon. Shakeel is saying that the National Treasury has been holding arrears that belong to the NGCDF Board."
