    "content": "Hon. Members, you need to remember that in this financial year, there is the Kshs10 billion that was upheld by the court. If you add the Kshs10 billion to the Kshs5 billion it will total Kshs15 billion. This translates to Kshs51 million per constituency that will not be available this financial year. There are ways of dealing with this issue, if the National Treasury is involved although the National Treasury says that it will not give out the money. Since the NGCDF Board says that it does not have money to give to everybody, it becomes an urgent issue which needs to be dealt with. It is important that as the Leader of the Majority Party speaks with National Treasury and the NGCDF Board, we get those answers in this House."
