    "content": "particular Bill. Proposals to Clause 9 of the Bill are untenable and couched in unlegislative language. Legislation and the law are intended to forestall some kind of mischief. The couching of the language of some of those provisions is mischievous because they attempt to establish basis for rejection or disqualification. In such wide and indeterminate terms, it will be virtually impossible to enforce some of those provisions. I want to fully concur with the Committee in their efforts to clean up and sieve this Bill to come up with provisions that are easier and more effective in terms of enforcement."
