    "content": "The other issue this Bill is addressing is that of university statutes or regulations. Most of the universities come up with their own statutes and regulations, and some of those statutes and regulations are a source of conflict and are a source of many controversies in the universities. So, it is important that some of those statutes and regulations are vetted by the CS in charge of Education, Science and Technology. They must be gazetted so that everybody is informed on what they are."
